Unemployment has a direct connection to a nation's allowed freedom for its citizens.  

There must be a free flow of information, travel, commerce, and support adequate financial centers in order to stimulate business and thus reduce unemployment.  

Countries that allows it citizens to reach their full potential solve national unemployment.  Until you accept democratic principles it is doubtful that you will enjoy a satisfied citizenry.  Economic history demonstrates the soundness of having a democratic political process.  Compare the Peoples Republic of China with Hong Kong's growth and the economy of Taiwan and you'll quickly see the importance of democratic freedoms.

The clock is ticking on the oil boom.  Technology with fuel cells will dramatically reduce the oil demand in the next five years.  Those in power should seriously begin to address this fact before it is too late.  Free trade, travel, commerce, and citizenry is the future . . . oppression, control and governmental constriction of its people is a step backwards in time.  Your unemployment will continue as long the governments of the middle east do business as usual.
